How to read it
The ranking lists donor governments by the aid the Kiel Institute has recorded for them. In the default view the filled bar shows allocations, split into military, humanitarian and financial aid, and the thin outline shows commitments. Switch to allocations or commitments alone, change the units to percent of 2021 GDP, pick a year, or switch aid types and donor groups on and off. Click a donor to follow it in the timeline and the side panel.
The timeline shows the same aid month by month, or as a running total. In the running total, the shaded band between the two lines is aid committed but not yet allocated. Click a month to list the donors behind it.
Method
Data. The Kiel Institute for the World Economy's Ukraine Support Tracker, release 30, covering 24 January 2022 to 30 June 2026. The tracker lists government-to-government aid to Ukraine from 41 countries and EU institutions, compiled from official sources, and prices in-kind military items where governments do not give a value. It leaves out private donations, transfers by international organisations such as the Red Cross, refugee costs in donor countries, and the cost of replacing donated weapons.
Commitments and allocations. These are Kiel's terms. In the dataset documentation, commitments are "declarations of future support by donor governments to Ukraine", verified through official communiqués or documents such as framework agreements, memorandums of understanding, security agreements or pledges at donor conferences. Allocations are "aid activities which have been then designated for a more specific purpose and have already been delivered or are specified for delivery", such as technical agreements, procurement contracts or project plans; they can be a subset of earlier commitments. Kiel's regular updates lead with allocations.
How the numbers here are built. The build script sums the item-level rows of Kiel's main data sheet: allocations from the sub-activity values of rows marked "Allocation", commitments from the activity totals. It checks each donor's totals against Kiel's own Country Summary sheet and stops if they differ by more than €50 million. Months are Kiel's month codes. Rows Kiel dates only as a range stay in the totals but not in the timeline.
Units. Current euros, as in Kiel's Country Summary sheet, not Kiel's constant-2021-euro headline series, so amounts here can differ from figures in Kiel's press releases. Percent of GDP divides by 2021 GDP (World Bank, via the Kiel workbook), as Kiel does. EU institutions (the Commission and Council, and the European Investment Bank) are listed as their own donors and have no GDP. In the percent-of-GDP view, an optional toggle adds Kiel's imputed share of EU-level commitments to each member state.
What this tool does not show. Deliveries, which Kiel tracks only in part; aid to Ukraine from non-government sources; and any source other than Kiel.
